For the July 7 meeting and beyond, we are transitioning to a new look/new system for our Board meeting agendas. This transition will create internal operational efficiencies and will provide greater transparency to our public. We will be giving a presentation on this at the July 7 meeting.

I wanted to let you know that this text has been included on the Tuckahoe Technology Park website. I wanted you to be aware of the text and the release of the un-redacted NDAs on the site. The new website text follows:
Non-Disclosure Agreements with Tract
As part of its commitment to providing transparent accurate information, the County is providing the following information that is intended to provide a factual timeline to the community regarding when the County and Economic Development Authority (EDA) learned about interest for a proposed data center in the TOD West area and the associated non-disclosure agreements (NDAs) involving the County, EDA, and Tract.
The sequence of events is as follows:
November 2023 — The Economic Development Authority and Tract entered into an NDA concerning Tract’s interest in developing a data center campus on property in West Creek. This agreement did not involve the Tuckahoe Technology Park site in the TOD West. This NDA was authorized by the Economic Development Authority under previous Board of Supervisors and County administration, not the current Board or the current administration. A full, non-redacted version of this 2023 NDA is available here.
No development occurred under this November 2023 NDA and discussions with the county’s economic development staff ceased in April 2024. There was no further communication with Tract on this project.
August 2025 — During the public planning process for the Technology Overlay District, the owners of TOD West reached out to county staff and asked to have their property included in the TOD area. This land was included in subsequent maps shared with the public, the Planning Commission, and the Board of Supervisors.
November 6, 2025 — Following the public process, the Board of Supervisors adopted the Technology Overlay District and the Technology Zone ordinances.
November 17, 2025 — After the TOD was adopted, Tract contacted the County with inquiries regarding developing a portion of the TOD West property where the Tuckahoe Technology Park is now proposed. The County, the EDA, and Tract subsequently entered into a separate NDA concerning that property. June 10, 2026 — Tract filed its pre-application for a Conditional Use Permit for the Tuckahoe Technology Park, initiating the public review process.
As of June 17, 2026, Tract has released the County and the EDA from both agreements. As part of the County’s commitment to transparency, non-redacted copies of these NDAs are now available via this webpage.
TOD website has been updated with the county's filing of the Modified Legislative Record today.

PRE-2026-00036 Application by Gaeser Farm, LLC (Project: The Estates At Manakin Park) requesting to rezone 26.370 acres from Agricultural, Limited (A-2) and Residential Planned Unit Development (RPUD) to Residential Planned Unit Development (RPUD) to create 15 residential lots, at 1350 Hockett Road and Goins Road on Tax Map Nos. 58-1-0-73-0 and 58-1-0-72-T. The Comprehensive Plan designates this area as Single Family Residential, Low Density and Single Family Residential, Medium Density.
Applicant has not scheduled a community meeting, which is required prior to filing a formal application.
