UTILITY TRANSMISSION LINE PROJECTS
Dr. Raley briefly discussed and provided an update on the three different utility transmission line projects that are in different stages in Goochland County and the neighboring localities. These projects are referred to as Valley Link Joshua Falls to Yeat Transmission Line Project, Carson - Midlothian - North Anna Transmission Line Rebuild, and West Creek Transmission Line for Eli Lilly.

Valley Link Joshua Falls to Yeat Transmission Line Project:
This project is referred to as the Valley Link Joshua Falls to Yeat Transmission Project, which is a joint venture of Transource, Dominion Energy, and First Energy Transmission, to run a 765 kilovolt (kV) electric transmission line 115 miles from Campbell County to Culpeper County.
The project is currently proposed to cross the tip of western Goochland near Shannon Hill with 1 mile of proposed Route 2 crossing 6 parcels in the county with no homes within 500 feet in Goochland. The County has a Valley Link Advisory Group that is working to advocate against the project and current route in Goochland.

Valley Link recently held a virtual open house on June 10th and an in-person Goochland County open house on June 16th from 3:30 - 7:30 PM. A recording of the virtual open house is available athttps://youtu.be/7ZoGxRRGGMs and open house display boards are available under the project resources heading. Valley Link is continuing to take feedback from the community and is expected to identify a proposed project route sometime in late summer.
Carson - Midlothian - North Anna Transmission Line Rebuild: https://www.dominionenergy.com/carson-northanna
This proposed project will rebuild the existing 500 kilovolt (kV) electric transmission lines. The same right of way corridor will be used between Dominion Energy's Carson, Midlothian, and North Anna substations. For some areas, the 500 kV line shares the same space with existing 230 kV lines. Those neighboring lines may be transferred onto the new 500 kV structures. The existing 500 kV and 230 kV lines pass through Goochland crossing River Road West in Crozier and Broad Street Road in Oilville. Dominion Energy will hold a Goochland / Hanover County Open House meeting on Monday, July 20, 2026 from 5:30 to 7:30 PM at the Residence Inn Short Pump at the Notch located in eastern Goochland at 1800 Wilkes Ridge Circle, Richmond, VA 23233.
West Creek Transmission Line:
A new double-circuit 230 kV transmission line and substation are needed to reinforce Dominion Energy's electric distribution network and provide electricity for the Eli Lilly project. Dominion Energy also has this map that shows their West Creek proposed Route 3.
Dominion Energy has filed for approval and certification of electric transmission facilities for the 230 kV West Creek Loop and Substation with the Virginia State Corporation Commission (Case No: PUR-2026-00009).
The SCC held a public hearing on the project on June 16, 2026, this document summarizes the appearances and exhibits from the public hearing. Post hearing briefs are to be submitted by parties to the case, with a due date of July 8th, per the case's hearing examiner. A ruling is anticipated by the SCC on the project route sometime this summer.
TUCKAHOE TECHNOLOGY PARK
Goochland County has received a pre-application for a CUP from VALCO Goochland, LLC (Tract) for a data center campus to be located in the Technology Overlay District in the area known as “TOD West” in the eastern designated growth area. The application proposes a campus-style development with seven (7) development areas on 871 acres in the Technology Overlay District.
A dedicated webpage, https://www.goochlandva.us/1480/Tuckahoe-Technology-Park, has been created on Goochland County's website to provide factual information regarding the Tuckahoe Technology Park and clarify County policies and procedures. The County is committed to ensuring citizens have access to accurate information and have information on how to provide input in the CUP decision-making process. There is a dedicated calendar for this project that lives on this webpage. When community meetings, workshops, or hearings related to this case are published they will be included on this dedicated calendar as well as the other calendars we normally post on.

July 4th Fireworks Celebration and Goochland's 250th Anniversary of America's birth
Additionally, he shared about the annual July 4 Fireworks Celebration that will occur on Saturday, July 4th. Fireworks will be shot off between the old Goochland Elementary School and the Middle/High Complex at 9:15 PM. Start the celebration early on July 4th with the Goochland VA 250 Commission as they celebrate the 250th anniversary of America’s birth. Beginning at 1:00 PM on the historic courthouse green, “Independence on the Green” will feature the reading of the Declaration of Independence, recognition of Goochland residents who served in the Revolutionary War, and a ceremonial ringing of the Courthouse bell.
